Egypt referred officials to prosecutors over hundreds of stalled citizen requests

Egypt's Minister of Local Development and Environment, Manal Awad, received a report on surprise inspection campaigns in September 2026 in East Nasr City (Cairo), Al-Khosous (Qalyubia) and Al-Ayat (Giza). According to Egyptian outlets (Masrawy, El Balad, Veto Gate), 833 delayed transactions were completed across Cairo and Qalyubia (786 in East Nasr City, 47 in Khosous), while 594 delayed requests were found in Khosous. Two violating buildings were removed in Khosous, 74 shop owners were directed to a mobile licensing unit, and about 1,000 tons of accumulated waste was cleared in a three-day campaign. Staff in several East Nasr City departments (including housing, roads, markets, accounts and property) were referred to prosecution and legal affairs over violations, failure to take legal action and slow responses to citizen complaints, and Khosous engineering staff were referred to the administrative prosecution. These are the ministry's own figures.
