According to ABC Color's report on the final audit of Emboscada municipality's 2024 management by Paraguay's Contraloría General de la República, the municipality collected G. 2.181 billion between January and September 2024 but did not deposit G. 1.462 billion of it fully and on time, a practice the paper calls "bicicleteo." The audit also reportedly found municipal checks deposited as revenue into their own originating account, up to 134 days of delay in transferring the 15% property-tax share to the Cordillera departmental government, and a late transfer to the Finance Ministry. Intendente Silvio Andrés Peña responded that the money went to minor, urgent operating expenses and was later replaced. The Municipal Board asked for intervention by Resolution 218 of June 21, 2025; ABC reports the Chamber of Deputies left that request unaddressed for over a year.
