What happened
In a July 2024 report, Paraguay's Contraloría General de la República said Asunción's municipal administration under Mayor Óscar "Nenecho" Rodríguez handled roughly 500 billion guaraníes raised through municipal bonds for public works illegally. It said the municipality's defense, that it used a single-account (Cuenta Única) mechanism, could not override the Municipal Organic Law barring use of bond proceeds for current expenses, and that accounting-bank discrepancies and missing supporting documents were not justified. The report was sent to the Ministerio Público. In June 2025 Paraguay's Chamber of Deputies voted 74 in favor to approve intervening the municipality over the Contraloría's findings. Rodríguez called the report biased and told a Deputies commission that all spending is documented and traceable and that the single-account practice had a 2019 Contraloría precedent. Rodríguez has not been convicted of anything in connection with the bond funds.
