What happened
The European Public Prosecutor's Office (EPPO) indicted 12 people and three companies on July 11, 2026 (announced July 14) in Portugal over alleged fraud in procurement of IT and cybersecurity equipment funded by the EU Recovery and Resilience Facility for a public university (reported as the University of Porto) and a group of secondary schools. EPPO alleges the defendants obtained privileged tender information and steered contracts to favored companies in exchange for private benefits, causing estimated damage to the EU of more than EUR 3.5 million. Four defendants are public officials; press reports say they include a vice-rector. Two defendants are in pre-trial detention. The indictment dropped criminal liability for the university itself. All defendants are presumed innocent.
