Audit: Andrew Do paid a test clinic $814,650 over OC staff's double-billing warnings
A forensic audit of Orange County contracts by Weaver and Tidwell, released March 9, 2026, found that then-Supervisor Andrew Do authorized a payment of $814,650 to 360 Clinic over the objections of county staff, despite concerns about its billing and more than 4,000 potentially duplicate testing claims; the county ultimately paid the clinic $3.4 million for claims it could not collect. The audit also found Do's office routed county event money to businesses linked to an associate, and that staff received retaliatory calls from Do's office, including his chief of staff Chris Wangsaporn, who declined to speak with auditors. Do is in federal prison on a bribery conviction; a judge awarded the county $878,230 in restitution, short of the $10 million it sought. A Phase 2 review of 680 more contracts flagged five; two phases remain.
Wangsaporn declined to speak with the auditors.
In that review, five contracts were flagged for scrutiny.
