Egypt's Ministry of Local Development has an online complaint form ('ارسل شكوتك') on its website, and lists info@mld.gov.eg as its contact email. If you have a delayed or mishandled service or a building or waste violation with a local government office, submit it there; the form is in Arabic and asks for personal details (name, national ID number, phone, address), so it is mainly practical for Egyptian residents. The ministry's own press reports are the source of the inspection figures in this story; this form does not reach the prosecutors.
