What happened
Zimbabwe's Anti-Corruption Commission (ZACC) arrested Bulawayo Deputy Mayor Edwin Ndlovu in November 2024, alleging he and a finance committee chair demanded US$20,000 in cash, supposedly on behalf of 20 other councillors, from a company seeking council land for a cement mixing plant. In August 2026 ZACC arrested him again, with councillors, over an alleged US$52,000 scheme in which a businessman holding a 50-year lease for a hotel development was told the lease could be terminated unless he matched a rival investor's offer. He reported it to ZACC, which says it set a trap; co-accused former councillor Rodney Jele was arrested after allegedly accepting US$5,000 in marked banknotes as part payment. A magistrate initially denied bail; the High Court later granted US$500 bail to the deputy mayor and three councillors, while Jele remained in custody. These are allegations; no one has been convicted.
