Central Falls dropped charges against cop who tased a handcuffed man, gave him a reference
In November 2025, Central Falls police officer Timothy Toczko was recorded on body cameras twice using a Taser on the back of a handcuffed, intoxicated man in a police cruiser outside JD's Bar. The department released the video in June 2026, suspended him with pay and brought seven misconduct charges under the state police discipline law, including use of force and truthfulness; Police Chief Anthony Roberson sought to fire him. Under a July 23, 2026 settlement the city dismissed all seven charges. Toczko served a 30-day unpaid suspension, returned to administrative duty without his weapon, and must resign by Dec. 21, 2026; the city agreed not to contest unemployment benefits, and the chief signed a general letter of recommendation citing satisfactory evaluations. City officials initially would not disclose the terms; the Boston Globe obtained them by records request.
The charges against Officer Timothy Toczko have been dropped as part of a settlement.
The videos show Toczko yelling at the man and twice zapping his back with the Taser.
