What happened
In October 2020 São Paulo military police followed a 14-person 'Caminhada São Paulo Negra' heritage walk through the Liberdade and Bixiga neighbourhoods for about three hours, citing pandemic gathering rules while larger crowds elsewhere went unchallenged. On a collective action by the São Paulo Public Defender's Office, Judge Fausto Dalmaschio Ferreira of the 11th Public Treasury Court ruled in April 2024 that the state's conduct showed 'clear contours of institutional racism' and ordered the state to pay R$750,000 in collective moral damages to a fund for Black cultural and tourism projects. The state attorney general's office said at the time it had not yet been notified; no appeal outcome has been reported.
