What happened
In September 2025, Kenosha County Sheriff David Zoerner said his office was not participating in ICE's 287(g) program, saying the county was not confident participation would serve taxpayers 'at this time,' per WISN. In a January 13, 2026 statement, Zoerner said he signed the 287(g) Jail Enforcement Model agreement on December 18, 2025, that ICE later signed it, and that he received the fully executed agreement on January 12, 2026; he said he had worked with ICE for well over a year to bring the program to the county. The ACLU of Wisconsin said he did not proactively inform the public or seek community input and announced the deal only after the press learned of it, and called on him to withdraw.
