Nagoya principals heard 17 complaints about teachers' inappropriate contact with pupils but passed only six to the school board, city-appointed investigators found.

What happened
After a Nagoya elementary-school teacher was arrested in June 2025 as administrator of a social-media group in which teachers shared covert photos of pupils, the Nagoya City Board of Education appointed three outside investigators who invited reports from about 14,000 school staff in August 2025. Their report, submitted on 23 March 2026, examined 23 reports about 21 staff; in 17 of them colleagues or parents had told principals at the time, but the board's secretariat could confirm it had received only six, which the investigators called insufficient information-gathering. They found no act that met the legal definition of sexual violence against pupils, but found principals' management inadequate in some cases, and judged that one teacher's sitting a junior-high girl on his lap was likely grooming; he was later dismissed for an indecent act against another minor. The board announced 30 prevention measures, including surprise hidden-camera sweeps, on 26 March 2026.
