Lancaster County treasurer overstated revenue by $1 billion and shorted the state $1.27M
On September 15, 2026, Nebraska State Auditor Mike Foley released a 37-page attestation report on the Lancaster County Treasurer's Office under Treasurer Rachel Garver. It found $961,233,232 in misstatements in the office's 2025 semi-annual statements, which reported about $2 billion in receipts when the correct figure was a little over $1 billion. Improper distribution of state Property Tax Credit money overpaid every local taxing authority and left the State of Nebraska underpaid $1,272,295 from 2023 to 2025. A 1% instead of 2% commission on Lincoln Airport Authority collections shorted the county $214,539, and $613,076 in fees went to the general fund instead of the road fund. Garver said the $1 billion error was a double-count on one report, that about $3 million in over- and underpayments were corrected and that no taxes were lost. She remains in office; no disciplinary or legal action has been reported.
Above all else she wanted taxpayers to know that no property taxes were lost or missing.
auditors flagged a staggering $961,233,232 in misstatements across both six-month periods.
Said the error was isolated to a semi-annual statement that double-counted income and that no property taxes were lost or missing.
Changing its reporting process to match the auditor's method; says over- and underpayments were corrected.
No outcome recorded yet.
