01 · What happened

In January 2026 Gray Town Council Chair Michael Johnson said former Town Manager Michael Foley, a former Westbrook mayor who resigned in November 2025, bought a roughly $1.25 million firetruck in February 2025 using about $1.5 million he believed was available from a 2019 audit, though that money had already been spent; councilors were not told and no one caught the error until June 2025. Johnson said Foley also left more than $140,000 in ambulance-service bills unreported, and that his town laptop had been reset to factory settings. Separately, Gray paid about $104,000 on a fraudulent invoice now under FBI investigation. Foley denies wrongdoing, saying funds were identified as available and disclosed in budgets. He has not been accused of a crime. The town said it may lose $100,000 if it sells the truck.
