What happened
Uruguay's Public Transparency and Ethics Board (Jutep) ruled 2 to 1 that former Economy Minister Azucena Arbeleche breached public-service conduct rules by signing an August 2022 resolution granting tax benefits to Lanafil, a company where her husband was general manager, El Observador reported on 4 March 2026 citing sources at the board. The board said she should have informed then-president Luis Lacalle Pou and recused herself. Arbeleche rejects the finding, saying she acted 'con estricto apego a la legalidad' and that there was 'no undue benefit or differential treatment' ("no hubo beneficio indebido ni trato diferencial"); the dissenting board member disagreed with the conclusion. The complaint was filed anonymously in March 2023.
