Clarksburg city manager charged by ethics board over staff babysitting, witness pressure
The West Virginia Ethics Commission's Probable Cause Review Board unanimously found probable cause that Clarksburg City Manager Tiffany Fell violated the Ethics Act, issuing a statement of charges on Sept. 21, 2026. Investigators allege she regularly brought her infant to City Hall from about January to July 2025, with employees asked to feed, hold and comfort the child during work hours and a portable crib kept in a records room. They also allege that after ethics staff interviewed witnesses on April 6, 2026, she told an employee her answer to the commission should be 'no' to everything, leaving the employee feeling intimidated. In December 2025, after an internal investigation prompted by a firefighters' union no-confidence vote, City Council took no action, finding no fault. Fell has not been found in violation; hearings are set for Dec. 14-15 in Charleston. She did not comment.
Fell has not been found to have violated the Ethics Act at this stage.
