What happened
Guatemala's Contraloria General de Cuentas (CGC) said the Antigua Guatemala municipality paid Q20.94 million of a Q36.65 million 2025 contract (No. 05-2025) with Gisystems for a "DAT-ANTIGUA" digital property-management platform that, per the CGC, was never delivered or installed. The CGC filed a complaint with the Public Ministry against Mayor Juan Manuel Asturias Sueiras and seven other officials over the payments. Asturias argued the contract had two payment modalities with delivery due at the end of the contract; the CGC rejected that defense. No court has ruled on the complaint.
