Baltimore County Executive Klausmeier left the corruption watchdog without a leader

Subject of this story
Kathy Klausmeier, Baltimore County Executive
01 · What happened

Baltimore County Executive Kathy Klausmeier declined to reappoint Inspector General Kelly Madigan in 2025 and instead nominated Khadija Walker, whom the County Council rejected 5-2. Klausmeier still refused to reappoint Madigan, leaving her in a holdover role. Madigan resigned effective January 2026 to become Howard County's inspector general, writing that the tools and support needed to safeguard integrity in county government remained restricted. WYPR reported in May 2026 that the office had released no public reports on fraud, waste and abuse so far that year; its acting deputy retired in June, and his successor has since resigned. Klausmeier says she will not nominate an inspector general before her term ends in December 2026, leaving the post vacant until 2027 at the earliest. Her spokesperson said the office continues to operate without interruption.
