What happened
At a 24 July 2026 hearing the Supreme Court (CJI Surya Kant) was told that special investigation teams in eight Manipur districts had filed charge sheets in 301 of 3,020 cases, charges were framed in 41 and trials had commenced in only 10, with 2,924 witnesses cited. Of 31 cases transferred to the CBI, 21 charge sheets had been filed, with closure reports in six. Investigators cited displaced witnesses, community mistrust and prolonged internet shutdowns. The court said pending investigations must finish within a reasonable time and tentatively proposed special courts for day-to-day trials.
