Adams County's treasurer refused to resign after a probe found he likely harassed staff
An independent investigation by Employment Matters LLC Flynn Investigations Group, commissioned by the Adams County Board of County Commissioners, found credible allegations that Treasurer Alex Villagran made unwelcome sexual remarks and unwanted physical contact with county employees, including adjusting a female employee's bra strap and kissing an employee on the forehead. The investigator, who interviewed 11 people, called his denials "weak" and found it "more likely than not" that the conduct occurred. Villagran declined to be interviewed; through a lawyer he denied much of what was alleged. On Dec. 5, 2025, the commissioners asked him to resign. He refused. Because he is independently elected, the board cannot remove him; he agreed to a protocol limiting contact with staff. Villagran, elected in 2022, remains treasurer through the end of his term in January 2027.
The investigator called his denials “weak” and said it is “more likely than not” that Villagran “has made various unwelcome and objectively offensive remarks” and “unwelcome and offensive physical contact” to Adams County employees.
It also states he made physical contact with employees that was unwanted, "such as adjusting a female employee's bra strap" and kissing an employee on the forehead.
The Adams County Board of Commissioners (BoCC) has requested the resignation of Treasurer Alex Villagran, after an independent investigation found allegations of inappropriate behavior involving multiple county staff members to be credible. He has declined to step down.
Through his lawyer, denied much of what is alleged and said he never treated employees differently based on sex.
