What happened
In Recommendation 147/2025, dated 17 December 2025, Mexico's National Human Rights Commission (CNDH) found that the Nuevo León state family agency (DIF Nuevo León) violated victims' rights by refusing to fully accept state Recommendation 10VG/2024, issued on 31 May 2024 after the state rights commission confirmed a complaint that a DIF employee may have sexually abused a child living in one of its facilities in late 2022. The employee was dismissed without the agency investigating; DIF officials repeatedly declined to accept the state recommendation in full, and the state commission declared it rejected in December 2024 and asked the state Congress to summon them. The CNDH found no evidence that any administrative-responsibility proceeding had been opened against DIF staff, noted state prosecutors temporarily archived the criminal file on 25 November 2025, and said it would file an administrative complaint against the three DIF officials it held responsible.
