What happened
Peter Sean Brown, born in Philadelphia, was held in April 2018 by the Monroe County Sheriff's Office on an ICE immigration detainer that wrongly identified him as a deportable Jamaican national, despite his statements that he was a US citizen. He sued Sheriff Rick Ramsay in December 2018. On May 30, 2025, U.S. District Judge Kathleen M. Williams granted Brown partial summary judgment, ruling the detention was an unconstitutional seizure under the Fourth Amendment and false imprisonment under Florida law, and denied the Sheriff's competing motion. The ACLU of Florida said the court held the sheriff's office could not rely on the detainer to disregard evidence of his citizenship.
