Rep. Kevin Hern filed two stock-trade reports 11 to 12 days after the 30-day mark from his listed notification dates; his office says the filings are not late, 2025 to 2026

What happened
Periodic transaction reports on the House Clerk's site, digitally signed by Rep. Kevin Hern, list two transactions with a notification date and a later filing date. One lists a Citigroup security sale on Dec 3, 2024 with a notification date of Dec 4, 2024, filed Jan 15, 2025. The other lists a Royal Bank of Canada security purchase on Jan 7, 2026 with a notification date of Jan 8, 2026, filed Feb 18, 2026. House Ethics Committee guidance says a report is due by the earlier of 30 days after the member is notified or 45 days after the transaction. Counting from the notification dates, the 30-day marks fell on Jan 3, 2025 and Feb 7, 2026, so the filings came 12 and 11 days after them; both were filed within 45 days of the transactions. A NOTUS analysis published by Oklahoma Watch in March 2026 found 10 trades since early 2025 that appeared to be filed 2 to 12 days past the deadline, using the House Ethics Committee's online deadline calculator. In a written statement, Hern's office said, "The filings aren't late," and that he files no later than 30 days after notification from his financial advisor and within the 45-day requirement. The House Ethics Committee's staff director declined to comment, and no fine or Ethics Committee action was reported. Hern is the Republican nominee for the open Senate seat.
