Tulsa City Council says it learned only after passing the FY2026 budget that Mayor Monroe Nichols's office had reclassified the $170,000 Public Safety Commissioner post from an at-will mayoral appointment into a protected civil-service job

After seven deaths at Tulsa's privately-run Municipal Jail since 2023 and months of the city withholding death-investigation records, the Tulsa County DA referred the deaths to OSBI for independent investigation and Mayor Nichols announced the jail will close
