While still North Las Vegas city manager in April 2024, Ryann Juden used his city email to send his successor a draft professional-services contract for EDGE Strategies, a company incorporated in January 2024 with Juden as president. The City Council approved it unanimously on its May 1, 2024 consent agenda; Juden left May 9. The three-year deal was reported at about $630,000. On June 18, 2025, the Nevada Commission on Ethics approved a stipulated agreement finding one non-willful violation for negotiating a contract for himself while employed, with no fine reported; a commissioner called the contract unconscionable but outside the commission's reach. The commission notified the city it could void the contract; no report shows it did. In 2026 the city hired another former director, Jared Luke, as a no-bid consultant at $11,000 a month.
