What happened
OFNAC's 2024 activity report says its investigation into the former director of the Centre Hospitalier Régional de Saint-Louis (in office January 2019 to March 2022) found serious indications of financial misconduct. As reported by Libération and Dakaractu, these include diversion of an ultrasound machine received through international cooperation, a vehicle-maintenance contract awarded without a tender to a Dakar mechanic who received a 2,130,000 CFA franc cheque in March 2020, mission orders issued in the director's own name without the governor's visa to stay in Dakar at the hospital's expense, and bank accounts opened outside normal procedures and managed by the chief accountant. After deliberation on 3 October 2024, OFNAC's Assembly of Members decided unanimously to send the investigation report to the financial public prosecutor. The report states indications, not a court finding; no charge or outcome is reported.
