A Collin County grand jury indicted Paxton in July 2015 on two counts of securities fraud and one count of failing to register with state securities regulators, over his solicitation of investors for the technology company Servergy without disclosing that he would be compensated. After nearly nine years of delays, on March 26, 2024, less than three weeks before trial, he reached a pretrial agreement with special prosecutors: restitution to the investors (reported as about $271,000 by the Texas Tribune and nearly $300,000 by PBS), 100 hours of community service and 15 hours of legal ethics courses, with no plea or admission of guilt. Texas Scorecard reported that Judge Andrea Beall dismissed the three indictments on June 18, 2025, and that the special prosecutors said Paxton had fulfilled every condition of the agreement (it reported 30 hours of ethics training completed); the prosecutors' statement said, "Justice was delayed. But to be equally sure, justice was not denied." Paxton said, "There will never be a conviction in this case nor am I guilty," and his attorney Dan Cogdell said there was "no admission of any wrongdoing on Ken's part in the agreement because there was no wrongdoing on his part."
