What happened
The Office of Congressional Ethics (OCE) twice referred Rep. Ronny Jackson to the House Ethics Committee over payments by his campaign committee, Texans for Ronny Jackson, to the Amarillo Club, a private dining club (Review 21-4513, referred Dec. 22, 2021; Review 23-9819, adopted March 15, 2024 by a 6-0 Board vote). In both, the OCE Board found substantial reason to believe he either converted campaign funds to personal use or that the committee spent funds not attributable to bona fide campaign or political purposes; OCE's second report counted $11,928.27 paid to the club between October 2020 and January 2024. On Dec. 30, 2024 the Committee unanimously closed several such matters, including those involving Jackson, and released updated guidance. Its statement says that in several of the matters there was evidence the campaigns did not fully comply with personal-use and recordkeeping standards but no evidence that any Member intentionally misused campaign funds for personal benefit; it says it gave each Member specific findings and recommendations, which are not public, and took no further action. The statement does not separate Jackson's matter from the others. Jackson's lawyer told OCE that neither Jackson nor his family used the club other than for dining and meeting spaces for campaign purposes. After the closure Jackson said the report confirmed "I did nothing wrong, no funds were used for personal use" (The Gazette, Dec. 30, 2024), and his office called the OCE investigation "baseless."
