At Israel's review by the UN Committee Against Torture on November 11-12, 2025, the Israeli delegation said 397 claims of ill-treatment of security detainees were made between October 7, 2023 and end of September 2025, that 158 Gaza-detainee complaints had been transferred to the State Attorney's office with 20 still under investigation, and that 13 criminal investigations into detainee mistreatment had been ordered, with one soldier convicted in a military tribunal. A committee expert cited reports of 80 detainee deaths, at least 12 with evidence of torture, with no one held responsible. The committee's concluding observations of November 28, 2025 cited a climate of impunity marked by virtually no prosecutions.
