What happened
A State Comptroller report published 9 June 2026 on the imprisonment, release and prosecution of security prisoners after 7 October 2023 found the number held by Israel rose about 92%, from roughly 5,200 to over 10,000. As of February 2025, 10,147 were in Israel Prison Service facilities, 1,136 over the wartime emergency maximum, while a further 2,366 were held in IDF facilities, which the Comptroller called an improper situation. It faulted the IDF and Prison Service for not preparing for imprisoning large numbers long-term, and criticised the July 2024 release of 19 detainees from the Sde Teiman facility to clear space, a release the National Security Council said neither it nor the prime minister approved. The Knesset subcommittee published only parts of the report for security reasons.
