A report of the Kenyan National Assembly's Departmental Committee on Defence, Intelligence and Foreign Relations, dated 25 November 2025 and released in early December 2025, found a 'disturbing trend' of sexual misconduct by British Army Training Unit Kenya (BATUK) personnel, including rape and assault, and an 'entrenched culture of impunity'. It found a 2003-2004 BATUK internal inquiry into rape allegations seized evidence and dismissed most complaints as false without publishing its findings, and that despite 2,189 documented rape cases no British soldier was prosecuted; it recommended the defence agreement be revised so accused soldiers are prosecuted under Kenyan law rather than repatriated. The committee said BATUK declined to appear before it, invoked diplomatic immunity, and submitted only unsigned material; it also cited failures in accountability by the Kenyan government, and directed Kenya's Directorate of Criminal Investigations to investigate the sexual-offence cases within six months of the report's adoption.
