Measures and recalls
Kentucky voters will decide Constitutional Amendment 1, which the General Assembly placed on the ballot by passing Senate Bill 10 (2026 Ky. Acts ch. 12) with the three-fifths vote the constitution requires. It would amend Section 77 of the Kentucky Constitution so the governor could not grant pardons or commute sentences from 60 days before a gubernatorial election until the fifth Tuesday after it, when the newly elected governor takes office. Kentucky does not publish an official explanation beyond the ballot question and amendment text; the Secretary of State says it cannot interpret the amendment.
