Measures and recalls

Washington Initiative Measure No. IL26-001, an initiative to the Legislature concerning parental rights relating to their children in public school, is on the Nov 3 ballot

IL26-001 is an initiative to the Legislature that qualified by voter petition; because the Legislature did not act on it before its 2026 session ended on March 12, it goes to voters. Per the official ballot title, it would repeal the 2025 amendments to the statute listing rights of parents and guardians of public-school children and re-enact the law as originally enacted by Initiative to the Legislature 2081 (2024). The Office of Financial Management says it would have no fiscal impact on the state, with indeterminate minor costs to local school districts.

A yes vote: Per the Attorney General's explanatory statement: the measure would undo all of the changes made by the 2025 Legislature and re-institute the list of parental rights as enacted in 2024 by Initiative to the Legislature 2081, including changes to access to educational materials and records, notification and opt-out rights, criminal-action and law-enforcement notification, removal-from-campus notification, and non-discrimination provisions.

A no vote: The measure would not be enacted; RCW 28A.605.005, the statute listing rights of parents and guardians of public-school children, would remain as amended by the Legislature in 2025.

Washington Initiative Measure No. IL26-638, an initiative to the Legislature concerning participation in athletics at K-12 schools, is on the Nov 3 ballot

IL26-638 is an initiative to the Legislature that qualified by voter petition; because the Legislature did not act on it before its 2026 session ended on March 12, it goes to voters. Per the official ballot title, it would prohibit students it defines as "biologically male" from competing in certain school athletic activities intended for female students only, and would require verification of biological sex by students' healthcare providers. The Office of Financial Management estimates a one-time state cost of about $21,000, with indeterminate costs to local school districts.

A yes vote: Per the Attorney General's explanatory statement: interschool sports participation rules would change to prohibit, in the initiative's words, "biologically male students from competing with and against female students" on teams or in events designated for female students only, affecting public K-12 schools and private schools in the WIAA or similar organizations; students seeking to participate in those teams or events would have to provide a form signed by their personal health care provider verifying their "biological sex" based on reproductive anatomy, genetic makeup, or normal endogenously produced testosterone levels.

A no vote: The measure would not be enacted; current law would remain, under which school sports must be offered without regard to sex (separate teams by sex are allowed) and OSPI regulations prohibit discrimination in sports based on sex and gender identity.

Washington Initiative Measure No. IP26-645, an initiative to the people concerning state and local taxes, is on the Nov 3 ballot

IP26-645 is an initiative to the people placed on the ballot by voter petition (signatures verified in July 2026). Per the official ballot title, it would repeal the 9.9% tax on annual individual income over $1,000,000 enacted by the Legislature in 2026 (ESSB 6346), prohibit taxes measured by individual income and taxes on individual income or its receipt, and define "income." The Office of Financial Management estimates a $11.4 billion loss to state revenue over fiscal years 2027-2031. A yes vote enacts the measure; a no vote rejects it.

A yes vote: Per the Attorney General's explanatory statement: the annual tax on individual income over $1,000,000 would be repealed, eliminating the funding it would provide to the general fund and to childcare and early learning; the non-income tax credits, exemptions and deductions enacted with it would remain in place; state and local governments would be prohibited from imposing taxes on individual income or its receipt and taxes measured by an individual's income; and "income" and "individual" would be defined for excise-tax purposes.

A no vote: The measure would not be enacted; the 2026 law (ESSB 6346) imposing a 9.9% tax on an individual's receipt of income over $1,000,000, beginning in calendar year 2028, would remain in effect as passed.
