United Democracy Project

AIPAC's super PAC; unlimited attack ads against Israel's critics

PAC · United States · Organization

United Democracy Project (UDP) is AIPAC's super PAC, registered on 3 January 2022 (FEC ID C00799031). Unlike AIPAC PAC it can take unlimited money and spend it on attack ads. FEC filings show it raised $87.2M in the 2024 cycle and spent $37.9M on independent expenditures. From January 2025 to 31 August 2026 it raised $109.7M, spent $53.4M on independent expenditures and still had $54.9M in cash. Its main targets are critics of Israel's war. In 2024 it spent about $9.9M against Jamaal Bowman and over $5.2M against Cori Bush, both of whom lost, and about $4.6M against Dave Min. In 2026 FEC-based tallies show about $20.1M against Abdul El-Sayed in Michigan's Senate primary, which he won, about $10.5M for his rival Haley Stevens, $2.3M against Tom Malinowski, who lost, and $3.6M–$4.1M against Republican Thomas Massie, who lost his seat in May 2026. It also backed winners such as George Latimer and Wesley Bell. Its ads rarely mention Israel, the one subject it exists for.
