Fellow council member's complaint accuses former Council Member Emily Koski of illegally diverting council campaign funds into her 2025 mayoral run

Minneapolis Council Member Linea Palmisano and donors Sam and Sylvia Kaplan filed a complaint with the state Office of Administrative Hearings on February 3, 2025 alleging then-Ward 11 Council Member Emily Koski improperly used her council campaign committee's funds -- roughly $31,555 reported for 2024 -- to fund her mayoral campaign after her December 4, 2024 mayoral launch, and that she accepted at least one $1,000 contribution exceeding the $250 non-election-year contribution cap under state law. An administrative law judge found sufficient evidence for the allegations to proceed to a hearing before a three-judge panel.
