New York State Comptroller audit finds NYC's Department of Consumer and Worker Protection enforcement of the AI hiring law (Local Law 144) is 'ineffective,' missing most violations it reviewed

A New York State Comptroller audit released December 2, 2025, covering July 2023 through June 2025, found DCWP's enforcement of Local Law 144 (which requires bias audits of automated employment decision tools) to be ineffective. Auditors found 75% of test calls to 311 about AEDT issues were never properly routed to DCWP, and that when DCWP reviewed 32 companies and found only one non-compliance issue, the Comptroller's own review of the same 32 companies found at least 17 instances of potential non-compliance.
