Dallas judge grants temporary order blocking City Hall relocation votes after council members allege Open Meetings Act notice violations; the suit was later dropped
Dallas City Council members Adam Bazaldua, Paula Blackmon, and Cara Mendelsohn sued the City of Dallas in June 2026, alleging City Manager Kimberly Bizor Tolbert and City Secretary Bilierae Johnson violated the Texas Open Meetings Act and the city charter by failing to give adequate public notice of a special-meeting agenda item on relocating or redeveloping City Hall. Dallas County District Judge Eric Moyé granted a 14-day temporary restraining order blocking the vote, finding the plaintiffs had adequately pleaded their Open Meetings Act and notice claims.
