Jacksonville City Council President Kevin Carrico is subpoenaed by the State Attorney's Office after texting he was replacing a JEA board member because he 'owed a big favor' to his own employer
City Council President Kevin Carrico told JEA board member Arthur Adams by text that he was removing him from the utility's board because he owed a 'big favor' to Paul Martinez, CEO of the Boys & Girls Clubs of Northeast Florida and Carrico's own employer, whom Carrico planned to nominate to the seat. The State Attorney's Office for the 4th Judicial Circuit issued a subpoena on February 24, 2026 for Carrico's calendar entries and communications from January 1 to February 24, 2026 related to the JEA appointment, CEO Vickie Cavey, and former chief of staff Kurt Wilson.
