Dutch student-finance agency's fraud checks singled out students with migrant backgrounds for over a decade, the government admitted.
From 2012 to June 2023, DUO, the Dutch education executive agency, selected students receiving the living-away-from-home grant for fraud checks and home visits using risk criteria (including distance from the parental home) that disproportionately flagged students with a non-European migration background, notably of Turkish-Dutch and Moroccan-Dutch descent. The education minister apologized on behalf of the cabinet on 1 March 2024, and a follow-up audit published 22 May 2024 confirmed the indirect discrimination.
