What happened
On March 20, 2026, California Attorney General Rob Bonta announced a proposed stipulated judgment with the El Monte Union High School District after a California Department of Justice investigation found the district systemically violated the Education Code and the Child Abuse and Neglect Reporting Act in responding to complaints of sexual harassment, assault and abuse of students between 2018 and fall 2025. Investigators reviewed 113 complaints, more than 88,000 documents and 199,000 emails, and found inadequate policies, untrained complaint staff, and failures to maintain and retain complaint records. The judgment imposes at least four years of court and Attorney General oversight, a DOJ-approved compliance coordinator, a centralized complaint system, and compensatory education and mental-health services for complainants; the district did not admit wrongdoing.
