Texas juvenile justice agency kept using force on locked-up kids at rising rates after DOJ found its force unconstitutional

In an August 1, 2024 findings report, the U.S. Justice Department concluded the Texas Juvenile Justice Department (TJJD) violates children's constitutional rights at its five secure facilities by using pepper spray excessively, using dangerous restraint techniques, and isolating children for long periods.
