Japan's compensation scheme for people it sterilised under a eugenics law its top court struck down reached under 5% of them in its first seven months, the government's own figures show.
The Supreme Court's grand bench ruled on 3 July 2024 that the former Eugenic Protection Law, under which the state carried out sterilisations of people on the basis of disability, violated Articles 13 and 14(1) of the Constitution and that the state is liable for damages; the compensation law that followed states the state's responsibility and apology in its preamble. The Children and Families Agency's own status report of 19 September 2025 shows that by the end of July 2025, the scheme's first seven months, claims on behalf of sterilised people and their survivors numbered 1,229 against 24,993 recorded surgeries, a rate of 4.9%, below 4% in many prefectures.
