Fort Worth internal audit finds the city's public-records request process has no secondary review and 'mandatory' liaison training was not actually mandatory
A November 14, 2025 City of Fort Worth Internal Audit report on the Public Information Requests (PIR) process found the control environment 'ineffective': no secondary review exists for requests where no records are returned or where redactions weren't opined by the City Attorney or Texas Attorney General, and the City Secretary's list of departmental liaisons was outdated. Training billed as 'mandatory' had no enforcement mechanism -- fewer than 20% of listed liaisons attended a required FY2025 session as of March 2025.
