City of Fresno missed repeated warning signs before $1.5 million in Measure P arts grant funds went missing

A former longtime Fresno Arts Council employee is under FBI and Fresno Police investigation for allegedly embezzling roughly $1.5 million in Measure P public arts, parks, and recreation grant funds. City Manager Georgeanne White told a February 10, 2026 community meeting that the Arts Council missed a September 30 reporting deadline, later submitted what her staff called a "data dump," and that the city discovered "a whole bank account" for which it had never received bank statements.
