New York's state child-welfare regulator blocked New York City's watchdog from the case files of ACS caseworkers accused of sexual misconduct with children on their caseloads.
A May 5, 2026 report by the New York City Department of Investigation (DOI) found that the state Office of Children and Family Services (OCFS), whose sign-off DOI needs to see almost any record of a child known to the city's Administration for Children's Services (ACS), routinely denies, narrows or delays those requests. Among examples from 2023 to 2026, OCFS twice refused DOI access to the caseloads of ACS caseworkers accused of sexual misconduct toward children they served, even though ACS was willing to share them; DOI later confirmed through other means that one caseworker had additional victims on the caseload.
