Chicago OIG finds CPD lacks documentation for over half of finalized reprimands and a third of suspensions, obscuring officer discipline history
The Chicago Office of Inspector General reported on December 16, 2025 that Chicago Police Department discipline records are inconsistent and incomplete: CPD lacked documentation for more than half of finalized reprimands and over a third of finalized suspensions, poor coordination with the Department of Human Resources and Office of Public Safety Administration obscured officers' misconduct histories, and neither CPD nor partner agencies reliably tracked when officers used paid time off in place of unpaid suspensions. Inspector General Deborah Witzburg said meaningful accountability is impossible without reliable records of implemented discipline.
