Only EU state with a statutory arms embargo on Israel
Country · Spain · Country
Spain is the clearest European exception. Prime Minister Pedro Sánchez announced a total arms embargo in September 2025, and on October 8, 2025 parliament ratified it 178 to 169, banning exports and imports of military equipment to and from Israel and the transit of aviation fuel with military use, but allowing exceptions for dual-use goods when national interests are at stake. Madrid cancelled a nearly €700M contract for 12 SILAM rocket launchers derived from Elbit's PULS, of which Elbit would have received €150M. Yet Spain later switched a €285M deal for 1,680 Spike missiles to EuroSpike, the German company in which Rafael holds 20%. AOAV counts €99M of Spanish licences to Israel in 2014–2022, including ammunition and explosives.
