Major licensor to Israel and multi-billion buyer of Israeli systems
Country · Romania · Country
Romania is one of the largest European licensors of arms exports to Israel: EU data show €103M in 2024, following €106M in 2022, and AOAV counts €427M in 2014–2022, the highest of any country it surveyed. Bucharest has also become a leading buyer of Israeli weapons. In July 2025 its Ministry of Military announced a framework agreement worth more than €2B ($2.3B) with Rafael for SPYDER anti-aircraft systems, and Romania Insider reports a $400M deal with Elbit for seven Watchkeeper X drone systems. A nationwide campaign against Elbit launched in Romania in 2025. No suspension of licences has been announced, despite the UN Commission of Inquiry's call in September 2025 for states to cease arms transfers to Israel.
