Project Nimbus

Israeli government cloud contract (Google, Amazon)

Contract or deal

Project Nimbus is the Israeli government's cloud contract. Google Cloud and Amazon Web Services won it in April 2021, in a tender worth about NIS 4B ($1.2B), to provide cloud and AI services to ministries, state companies and the military. It runs for an initial seven years and can be extended up to 23. The UN Special Rapporteur's July 2025 report "From economy of occupation to economy of genocide" names the deal, says Israel awarded Google and Amazon "a $1.2 billion contract (Project Nimbus)" for core tech infrastructure, and finds that Microsoft, Alphabet and Amazon "grant Israel virtually government-wide access to their cloud and AI technologies". Cloud capacity matters for mass surveillance. In September 2025 Microsoft said it had disabled some Israel Ministry of Defense subscriptions after finding evidence supporting Guardian reporting on Azure storage used for intercepted Palestinian phone calls. We found no report that Google or Amazon has ended its Nimbus work.
