Matanyahu Englman

Israel's State Comptroller 2019-2026; accused the IDF of intimidating officers in his Oct. 7 probe before the High Court froze key parts of it.

State Comptroller and Ombudsman of Israel · Person · in office since Jul 1, 2019

Matanyahu Englman (born 1966 in Jerusalem) is an Israeli certified public accountant who was director general of the Technion from 2014 to 2018 and of the Council for Higher Education from 2018. The Knesset elected him State Comptroller on 3 June 2019 by a 67-45 secret ballot, and he took office on 4 July 2019; his seven-year term ended in early July 2026. In a letter made public on 6 January 2025, he told then-IDF Chief of Staff Herzi Halevi that the army had secretly recorded officers interviewed in his October 7 investigation, which he described as a message of intimidation. In a report published 11 November 2025 he found Israel had never had a formally approved national security concept, and on 31 December 2025 Israel's High Court of Justice issued an interim order barring him from summoning officials or publishing findings on seven October 7 issues. A June 2026 report by his office examined municipal enforcement cameras in four local authorities.
