What happened
In a letter to then-IDF Chief of Staff Herzi Halevi, made public on 6 January 2025, State Comptroller Matanyahu Englman charged that an IDF administrator attends the interviews his investigators conduct with senior officers, that the army secretly recorded them without telling participants, and that it continued after his office objected. Englman said one officer reported signing a non-disclosure document limiting what he could say and another indicated he had been briefed on how to respond, and wrote that the IDF's conduct 'sends an implicit message of deterrence and intimidation toward officers in the field.' The IDF said it 'always acts in accordance with the law and cooperates fully and transparently with the state comptroller' and would study and respond to the claims.
